Outer apparel, not protective pants
Tell us what protective setup the shell will cover. Waist arrangement, length, leg openings and movement clearance should be reviewed against that setup. A generic shorts size is not enough.

A shell sits at the center of the kit. Use full-color sublimated panels, side graphics or controlled stripes to connect the jersey and sock design. Keep the visual balance of the complete uniform in view, including where the jersey overlaps the shell.
